Jheselbraum the Unswerving, also known as The Oracle and once nicknamed Seven Eyes, is a mysterious figure Stanford Pines encountered during his exile. She appears to hold a grudge against Bill Cipher for reasons that aren't clear, though The Book of Bill hints she may have once been part of his crew.
History
Much like Bill Cipher and the Axolotl, the Oracle seems to be an incredibly powerful extra-dimensional being with the ability to see into the future. True to her name, she also appears capable of creating prophecies.
Journal 3
In the Third Journal, Ford shares that after being attacked in a 2-D Dimension, he met a being called The Oracle at a mountaintop shrine in Dimension 52. She seemed to know everything about him and his mission to defeat Bill. She was the one who gave him the metal plate in his head and revealed Bill's past. An illustration of her home shows it perched high on a mountain. While there, Ford assumes the thin air influenced his decision to implant the plate. The main drawing also features Axolotl designs, hinting at The Oracle's awareness of its significance.
The Book of Bill
The Oracle is shown scratched out from Bill's team, suggesting she was once a Henchmaniac and likely played a significant role in Bill's life. It's hinted that she was the smartest of them, the original mind behind the dimensional portals Bill encourages people to construct throughout human history, and that she left the Henchmaniacs after "getting too smart."
Appearance and Personality
The Oracle is a seven-eyed woman dressed in a hooded gown with minimal jewelry. She stays remarkably calm, even when talking about Bill's actions. She comes across as generous and optimistic, taking Ford in to help him recover from his injuries and showing strong faith in his destiny and his crucial role in defeating Bill Cipher.
Her exact connection to Bill Cipher remains vague and open to interpretation. While she was once seemingly one of his Henchmaniacs, she left the group sometime before the series began, likely after realizing just how unhinged he really was.
Notably, when she talks about Bill with Ford, there's no anger toward her former friend—just a calm, steely determination to see him defeated. It's clear she believes his destruction is essential, not only for the safety of everyone in the Multiverse but ultimately for his own good as well.
She apparently still cared enough about her old friends to offer them safe passage to another dimension, ensuring they'd be protected from Bill's rampages if he ever came back.
